The Wisconsin Democrat, who decided not to seek reelection after two-and-a-half decades, has joined <b>Arnold &amp; Porter<\/b> as a senior policy adviser.<\/p>\n<p>\u2014 Kind is a former chair of the centrist <b>New Democrat Coalition<\/b>, which is expected to retain some power even in a GOP-majority House thanks to Republicans\u2019 slim majority. Kind also sat on the powerful House Ways and Means Committee, which helped craft parts of Democrats\u2019 high-profile drug pricing and tax plans over the past two years, and on its health and trade subcommittees.<\/p>\n<p>\u2014 There\u2019s been \u201ca lot of focus\u201d on those issues, the former congressman told PI, meaning \u201cI&#8217;ll be able to continue pursuing those policy interests\u201d at Arnold &amp; Porter. Kind, who was on the Hill earlier today previewing the upcoming trade agenda, noted that he sees a number of opportunities on that issue, even with a divided Congress.<\/p>\n<p>\u2014 \u201cObviously, it&#8217;s going to be much more difficult for President Biden to get a domestic agenda through the house,\u201d he said. \u201cSo naturally, administrations pivot to more trade and foreign policy issues. But I think you&#8217;re gonna see a good bipartisan coalition in the Ways and Means Committee and throughout the Congress.\u201d<\/p>\n<p>\u2014 Kind, who is subject to a one-year \u201ccooling off\u201d period barring him from lobbying his former colleagues in Congress but is free to lobby the Biden administration right away, said he\u2019s not yet sure whether he will do so.<\/p>\n<p>\u2014 Kind is already the ninth member of the previous Congress to make the jump downtown since leaving office at the beginning of the year. He joins former Democratic Reps. <b>G.K. Butterfield<\/b> (now at <b>McGuireWoods<\/b>), <b>Mike Doyle<\/b> (now at <b>K&amp;L Gates<\/b>), <b>Ed Perlmutter<\/b> (now at <b>Holland &amp; Knight<\/b>), <b>Peter DeFazio<\/b> (now in partnership with <b>Summit Strategies<\/b>) and <b>Cheri Bustos<\/b> (now at <b>Mercury<\/b>) and former Republican Reps. <b>John Katko<\/b> (now at <b>HillEast Group<\/b>), <b>Rodney Davis<\/b> (now at <b>Cozen O&#8217;Connor<\/b>) and <b>Jaime Herrera Beutler<\/b> (now advising the <b>Children&#8217;s Hospital Association<\/b>).<\/p>\n<p>\u2014 Another member of that class, former House Oversight Chair <b>Carolyn Maloney<\/b>, is joining the <b>Fund for Women\u2019s Equality<\/b> and its sister group the <b>Equal Rights Amendment Coalition<\/b> as the chair of the groups\u2019 boards.<\/p>\n<p><b>Happy Monday and welcome to PI<\/b>. Those funds cannot be used for personal expenses, but ex-lawmakers may use that money to make political donations and charitable contributions. They are under no time pressure to purge the money, either, and can sit on old campaign cash to use later, including for future runs for office.\u201d<\/p>\n<p>\u2014 \u201cAnother $4.5 million sits in recent ex-members\u2019 leadership PACs, which were created so officials could raise money to support their parties and fellow candidates but have fewer restrictions and, campaign finance experts say, could be spent on personal uses.\u201d<\/p>\n<p>\u2014 \u201cFormer California GOP Rep. <b>Devin Nunes<\/b>, who resigned Congress to run a <b>Donald Trump<\/b>-owned media enterprise, held the most cash on hand with $11.2 million in his campaign account, plus another roughly $330,000 in his leadership PAC,\u201d but several former members who\u2019ve since decamped for K Street also boast some healthy bank accounts.<\/p>\n<p>\u2014 Perlmutter reported $637,000 in cash on hand between his old campaign committee and leadership PAC, while Davis has $128,000 on hand, Bustos has $730,000, DeFazio has $225,000 and Katko has more than $900,000.<\/p>\n<p><b>IF YOU MISSED IT OVER THE WEEKEND:<\/b><b>The New York Times\u2019<\/b><b>Eric Lipton<\/b> dove into how a lobbying campaign by military contractors and local leaders last year <a href=\"https:\/\/www.nytimes.com\/2023\/02\/04\/us\/politics\/littoral-combat-ships-lobbying.html\" target=\"_blank\" rel=\"noopener\">saved a fleet of Navy littoral combat ships from early retirement<\/a> despite a series of engine failures and other breakdowns.<\/p>\n<p>\u2014 \u201cA consortium of players with economic ties to the ships \u2014 led by a trade association whose members had <a href=\"https:\/\/www.defense.gov\/News\/Contracts\/Contract\/Article\/2731599\/#NAVY081321\" target=\"_blank\" rel=\"noopener\">just secured contracts<\/a> worth up to $3 billion to do repairs and supply work on them \u2014 mobilized to pressure Congress to block the plan, with phone calls, emails and visits to Washington to press lawmakers to intervene.\u201d<\/p>\n<p>\u2014 \u201c\u2018Early decommissioning of littoral combat ships at Mayport Naval Station would result in the loss of more than 2,000 direct jobs in Jacksonville,\u2019 a coalition of business leaders from the Florida city <a href=\"https:\/\/int.nyt.com\/data\/documenttools\/2022-07-07-jax-lcs-letter-of-support-to-congress-2022-house-florida-congressman-mike-waltz\/1971ca1b969b0f1a\/full.pdf\" target=\"_blank\" rel=\"noopener\">wrote last summer<\/a>.\u201d<\/p>\n<p>\u2014 \u201cThe effort targeted members of Congress who represent communities with large Navy stations and have collected hundreds of thousands of dollars <a href=\"https:\/\/www.opensecrets.org\/industries\/summary.php?ind=D&amp;recipdetail=M&amp;sortorder=U&amp;mem=Y&amp;cycle=2022\" target=\"_blank\" rel=\"noopener\">in campaign contributions<\/a> from the same military contractors that help maintain and operate these ships. \u2026 Within weeks, lawmakers offered amendments to the 2023 Pentagon spending authorization law that prohibited the Navy from retiring four of the eight ships in Jacksonville and the one in San Diego.\u201d<\/p>\n<p>\u2014 \u201cThe Navy and [<b>Lockheed Martin<\/b>] are still negotiating how much the contractors should have to pay to resolve design flaws in the ships\u2019 propulsion systems. But having largely won the battle, at least for now, to keep the Freedom-class ships operational, the contractors who built them have already returned to promoting a new class of vessels with an even higher price tag.\u201d<\/p>\n<p><b>CHECK THAT RETURN POLICY: <\/b>\u201c<b>Sam Bankman-Fried<\/b> showered politicians with tens of millions of dollars in campaign contributions before his <b>FTX<\/b> empire imploded in November. Now, the bankrupt crypto exchange <a href=\"https:\/\/www.coindesk.com\/policy\/2023\/02\/05\/ftx-asks-politicians-who-received-bankman-fried-donations-to-return-money\/\" target=\"_blank\" rel=\"noopener\">wants that money back<\/a>,\u201d <b>CoinDesk<\/b>\u2019s <b>Danny Nelson<\/b> reports.<\/p>\n<p>\u2014 \u201cOn Sunday, FTX Group said it is sending \u2018confidential letters\u2019 to politicians and other political beneficiaries of Bankman-Fried, his deputies and his companies, asking them to return the money by the end of the month. In a press release the debtors said they \u2018reserve the right\u2019 to try and force repayments \u2013 plus interest \u2013 through court action.\u201d<\/p>\n<p>\u2014 \u201cThe announcement escalates a fight over as much as $93 million (according to the debtors&#8217; estimates) in political donations FTX made to an array of Washington, D.C., lawmakers and causes across the political spectrum. One in three members of the current Congress received contributions from Bankman-Fried\u2019s orbit, <a href=\"https:\/\/www.coindesk.com\/policy\/2023\/01\/17\/congress-ftx-problem-1-in-3-members-got-cash-from-crypto-exchanges-bosses\/\" target=\"_blank\" rel=\"noopener\">according to CoinDesk reporting<\/a>. It was a monumental influence campaign that crossed party lines.\u201d<\/p>\n<p>\u2014 \u201cWith FTX\u2019s top brass now facing an array of criminal charges over their alleged multibillion-dollar fraud, many of their beneficiaries have tried to cancel out the taint of scandal by making equivalent donations to charities. But the debtors now charged with recouping creditors\u2019 losses warned such action \u2018does not prevent the FTX Debtors from seeking recovery.\u2019\u201d<\/p>\n<aside class=\"story-related cl-l db\">\n<\/aside>\n<header class=\"block-p-header\">\n<h2>Jobs Report<\/h2>\n<\/header>\n<p>\u2014 <b>Jose Mercado<\/b> has joined <b>DoorDash<\/b> as manager of federal government relations managing outreach to congressional Democrats. He was most recently director for policy, communications and strategic partnerships at <b>D&amp;P Creative Strategies<\/b>.<\/p>\n<p>\u2014 <b>Kelly Renee Lester <\/b>is now a policy analyst at the <b>John Locke Foundation<\/b>. She is a former research associate at the <b>Cato Institute<\/b>.<\/p>\n<p>\u2014 <b>Meghan Pennington<\/b> has been named partner at <b>Penta Group<\/b>, formerly <b>Hamilton Place Strategies<\/b>.
