In addition to concern about a drop in overseas contributions to the Israeli nonprofit sector, there is also worry that Israeli donors might cut back on their contributions if they recently shifted assets abroad or due to <a class=\"ry rz sa sb ix kr sc sd se sf sg sh rg fi jk jl\" href=\"https:\/\/www.haaretz.com\/israel-news\/2023-02-21\/ty-article\/.premium\/bank-of-israel-raises-interest-rates-for-8th-consecutive-time\/00000186-7091-dcba-a19e-f2b1f8790000\">rising interest rates <\/a>and increases in the cost of living in Israel.<\/p>\n<p class=\"rd sn kx so sp sq\">At the beginning of the week, <a class=\"ry rz sa sb ix kr sc sd se sf sg sh rg fi jk jl\" href=\"https:\/\/www.haaretz.com\/israel-news\/2023-02-21\/ty-article\/.premium\/judicial-overhaul-could-harm-israeli-ties-with-diaspora-top-jewish-philanthropists-warn\/00000186-748f-dcba-a19e-f6bfc16c0000\">a group of major North American donors <\/a>to Israel, including businesspeople and philanthropic foundations, sent a letter to Prime Minister Benjamin Netanyahu expressing their concern over the rapid pace at which the government has been seeking to pass the legislation that would <a class=\"ry rz sa sb ix kr sc sd se sf sg sh rg fi jk jl\" href=\"https:\/\/www.haaretz.com\/israel-news\/2023-02-21\/ty-article\/.premium\/shame-on-you-netanyahu-govt-passes-first-reading-of-flagship-bills-neutering-courts\/00000186-7032-dcba-a19e-f23319c30000\">alter the balance among Israel\u2019s branches of government<\/a>. They also noted the lack of public consensus in Israel over the proposed plans.<\/p>\n<p class=\"rd sn kx so sp sq\">Among the signatories to the letter were <a class=\"ry rz sa sb ix kr sc sd se sf sg sh rg fi jk jl\" href=\"https:\/\/www.haaretz.com\/israel-news\/2023-01-25\/ty-article-magazine\/.premium\/should-an-israeli-billionaire-be-allowed-to-erase-helena-rubinstein-off-a-museum\/00000185-e4f7-d82d-a7bf-feff7ccf0000\">Charles Bronfman<\/a>, who was a founder the Birthright project and founder of the Karev Foundation, which works in Israel\u2019s schools. Among the other signers were the Russell Berrie Foundation, the Harry and Jeanette Weinberg Foundation, the Leichtag Foundation and the Meyerhoff Family Charitable Funds. The signatories have collectively donated hundreds of millions of shekels to projects and institutions in Israel.<\/p>\n<p class=\"rd sn kx so sp sq\">The donors didn\u2019t threaten cuts in their Israeli philanthropy, but in reference to the government\u2019s plans, they stated that they are \u201cdeeply troubled by this attempt to curtail the independence of the judiciary, one of the key features that makes Israel one of the most vibrant democracies in the world.\u201d<\/p>\n<p class=\"rd sn kx so sp sq\">\u201cSwift legislation without adequate dialogue can undermine the checks and balances that are at the core of Israel\u2019s democracy, threatening critical relationships both within Israel and between Israel and the Diaspora,\u201d the letter stated, according to a report by the Jewish Telegraphic Agency.<\/p>\n<p><a data-test=\"link\" href=\"https:\/\/y7duh.app.goo.gl\/wnG6\"><\/p>\n<figure class=\"} bt hx f cm rd\"><\/figure>\n<p><\/a><\/p>\n<p class=\"rd sn kx so sp sq\">The Weinberg Foundation, which has assets estimated at $2.9 billion, contributes to nonprofits in Israel that are engaged in assisting the elderly, people with special needs, youth at risk, education in outlying areas of the country and job creation. In 2005, the Russell Berrie Foundation, which has $200 million in assets, established a <a class=\"ry rz sa sb ix kr sc sd se sf sg sh rg fi jk jl\" href=\"https:\/\/www.haaretz.com\/israel-news\/2023-01-13\/ty-article-magazine\/.highlight\/an-accidental-discovery-at-an-israeli-lab-may-solve-the-global-sugar-problem\/00000185-acd9-db30-adc7-eedb85310000\">nanotechnology institute at the Technion \u2013 Israel Institute of Technology<\/a> at an investment of $100 million. It also provides funding for educational and employment projects for the country\u2019s ultra-Orthodox population, including a project aimed at integrating ultra-Orthodox Israelis into the high-tech sector, as well as contributing to MIGAL Galilee Research Institute, the Shalom Hartman Institute and the Maoz leadership program.<\/p>\n<p class=\"rd sn kx so sp sq\">The Meyerhoff foundation provides funding for Sikkuy, which is engaged in <a class=\"ry rz sa sb ix kr sc sd se sf sg sh rg fi jk jl\" href=\"https:\/\/www.haaretz.com\/israel-news\/2022-10-14\/ty-article\/.premium\/israeli-elections-will-decide-the-future-of-a-five-year-plan-for-the-arab-community\/00000183-d63d-d3a5-a7d3-febd7d470000\">Arab-Jewish relations<\/a>, the ANU social activism platform and the Association for Civil Rights in Israel.<\/p>\n<figure class=\"} bt hx f cm rd\">\n<div class=\"rm rn di ex em ze zf io aq ng nh zg zh\"><span class=\"mx\">Charles Bronfman<\/span><span class=\"bi cm rw io aq ng nh\">Credit: Olivier Fitoussi<\/span><\/div>\n<\/figure>\n<p class=\"rd sn kx so sp sq\">Among the other signatories to the letter are businesspeople Daniel Lubetzky, Lester Crown and Georgette Bennett. In 2010, Bennett and her partner contributed 50 million shekels to establish a humanities department and scholarship fund at Jerusalem\u2019s Van Leer Institute.<\/p>\n<p class=\"rd sn kx so sp sq\"><strong class=\"ex\">\u2018Spitting in the face of American Jewish donors\u2019<\/strong><\/p>\n<p class=\"rd sn kx so sp sq\">The letter does not contain an explicit threat that the donors might stop giving to Israeli causes, but sources in the Israeli nonprofit sector have expressed concern about a possible decline in American Jewish donors\u2019 motivation to give. In addition to the <a class=\"ry rz sa sb ix kr sc sd se sf sg sh rg fi jk jl\" href=\"https:\/\/www.haaretz.com\/israel-news\/2023-02-21\/ty-article\/.premium\/majority-of-israelis-opposed-to-netanyahu-governments-judicial-overhaul-poll-shows\/00000186-6f78-dcba-a19e-ff7949000000\">government\u2019s plans to overhaul the judiciary<\/a>, the sources cite the attitude of some senior figures in the new government toward Reform Judaism and the LGBTQ, controversy over <a class=\"ry rz sa sb ix kr sc sd se sf sg sh rg fi jk jl\" href=\"https:\/\/www.haaretz.com\/israel-news\/2023-02-17\/ty-article\/.premium\/israeli-govt-tells-high-court-it-shouldnt-interfere-in-western-wall-policy\/00000186-5e50-d22b-ad9e-7f725f880000\">religious pluralism at the Western Wall <\/a>and the proposed elimination of the right to immigrate to Israel by non-Jewish applicants who are the grandchildren of Jews. They also cite statements by cabinet minister Avi Maoz <a class=\"ry rz sa sb ix kr sc sd se sf sg sh rg fi jk jl\" href=\"https:\/\/www.haaretz.com\/us-news\/2022-11-30\/ty-article\/.premium\/israels-far-right-coalition-presents-unprecedented-challenge-to-u-s-jews\/00000184-c7e1-d823-a9f4-d7e1c7e50000\">objecting to the involvement in Israel <\/a>of overseas donors.<\/p>\n<p class=\"rd sn kx so sp sq\">The director of one philanthropic foundation said: \u201cPhilanthropy comes with a desire to advance a social agenda. There are donors who are worried about the fundamental values of the country to which they have donated over all the years, and there are donors who, after helping the country flourish for years\u05ea find their names on blacklists of senior government officials \u2013 with their money classified as illegitimate. There are people in the government who are advancing an agenda of limiting civic involvement. This casts a cloud over philanthropic activity with the government.\u201d<\/p>\n<p class=\"rd sn kx so sp sq\">\u201cThere\u2019s discussion regarding philanthropic foundations\u2019 continued ability to cooperate from abroad with the government in Israel. It\u2019s become difficult to work with the current government from the standpoint of values \u2013 due to the disparity between its positions and those of the donors, but also from a practical standpoint,\u201d she said. \u201cThere are projects that the government isn\u2019t interested in. These are magnificent projects for the advancement of women, advancing minorities, LGBTQ communities and civil rights.\u201d<\/p>\n<p class=\"rd sn kx so sp sq\">Referring to the <a class=\"ry rz sa sb ix kr sc sd se sf sg sh rg fi jk jl\" href=\"https:\/\/www.haaretz.com\/opinion\/2023-02-20\/ty-article-opinion\/.premium\/with-or-without-judicial-overhaul-israel-lags-far-behind-even-the-worst-european-states\/00000186-709a-dac1-a196-f3fa9b8a0000\">undermining of democracy in Hungary<\/a>, another foundation director said, \u201cThere\u2019s concern that if we head to where Hungary is, there will be donors who say that they\u2019re not prepared to contribute to an undemocratic country or who aren\u2019t prepared to cooperate with the government. It\u2019s also possible that we\u2019ll see a diversion of donations to projects with a democratic agenda and the defense of human rights, at the expense of other projects.\u201d<\/p>\n<figure class=\"} bt hx f cm rd\">\n<div class=\"rm rn di ex em ze zf io aq ng nh zg zh\"><span class=\"mx\">A protest in Israel.<\/span><span class=\"bi cm rw io aq ng nh\">Credit: Nir Keidar<\/span><\/div>\n<\/figure>\n<p class=\"rd sn kx so sp sq\">Another senior figure in the nonprofit sector said, \u201cI\u2019m concerned about a drop in the scope of donations \u2013 both from abroad and from Israel. The new generation of donors from the United States is moving away from Israel due to the disparity that has developed between their liberal worldview and developments in Israel, and I\u2019m concerned that the regime change is exacerbating the situation,\u201d he said referring to the proposed plans for changes in the balance of power, which would give the government control of the appointment of judges and enable the Knesset to overturn Supreme Court decisions, along with other matters.<\/p>\n<p class=\"rd sn kx so sp sq\">\u201cMy concern is also that money will be taken out of Israel, because when people withdraw their investments and money from the country, they also contribute less to causes in Israel. In addition, the cost of living could hurt small donations from members of the public,\u201d he remarked.<\/p>\n<p class=\"rd sn kx so sp sq\">Someone with a close association to American philanthropies said, \u201cProvisions in the coalition agreements that were agreed upon among all the parties in the coalition [government], such as the \u2018grandchild bill,\u2019 are really like spitting in American Jewish donors\u2019 faces, and there are also donors who are concerned about harm to the LGBT community. All of this hurts their motivation to donate to Israel.\u201d<\/p>\n<p class=\"rd sn kx so sp sq\"><strong class=\"ex\">\u2018They want their contributions to be effective\u2019<\/strong><\/p>\n<p class=\"rd sn kx so sp sq\">According to Israel\u2019s Central Bureau of Statistics, between 2015 and 2020 overseas donors gave 11 to 12 billion shekels a year to Israel. That annual figure is thought to have jumped to 13 billion shekels in 2021 in part due to donors\u2019 interest in helping to deal with the COVID-19 pandemic. There are no available figures for 2022.<\/p>\n<p class=\"rd sn kx so sp sq\">According to the statistics agency, 31 percent of the contributions from abroad are directed to institutions engaged in research, higher education or education more generally. Nineteen percent goes to nonprofits and other groups working in the fields of social welfare, health, culture and policy. Seventeen of the funding goes to helping needy families, people with special needs, the elderly, Holocaust survivors and victims of sexual abuse or other violence.<\/p>\n<p class=\"rd sn kx so sp sq\">A substantial portion of contributions to Israel from the United States is raised through Jewish federations in communities across the country. These funds come from individuals and philanthropic foundations. Jewish Federations of North America, which represents the federations in Jewish communities throughout the United States and Canada, declined to comment for this article.<\/p>\n<figure class=\"} bt hx f cm rd\">\n<div class=\"rm rn di ex em ze zf io aq ng nh zg zh\"><span class=\"mx\">Members of Women of the Wall blowing shofars at the Western Wall in Jerusalem in 2015.<\/span><span class=\"bi cm rw io aq ng nh\">Credit: Danielle Shitrit<\/span><\/div>\n<\/figure>\n<p class=\"rd sn kx so sp sq\">Shira Ruderman, the executive director of the Ruderman Family Foundation, which contributes in large measure to projects that strengthens the ties between Israel and American Jewry, said, \u201cIn recent years, there has been growing concern over a drop in the scope of donations due to the lack of political stability [in Israel] in addition to global disasters and local needs [abroad], which have continually grown. Nevertheless, support for Israel has remained substantial. I haven\u2019t heard about donors who have announced that they were stopping donation to Israel. There are donors who believe that it\u2019s actually now that Israel needs them more than ever and say that they will continue to give.\u201d<\/p>\n<p class=\"rd sn kx so sp sq\">But Ruderman also noted that donors view themselves as social investors and they want their donations to be effective. \u201cThey view their support as a partnership in which the state share similar values and an absence of stability and differences of opinion between the Jewish communities and the government is liable to harm the motivation to donate,\u201d she said.<\/p>\n<p class=\"rd sn kx so sp sq\">Ron Barkai, the CEO of Civil Leadership, an umbrella organization of nonprofit groups, said there has been no indication of a drop in contributions to Israeli nonprofits.<\/p>\n<p class=\"rd sn kx so sp sq\">\u201cJews in the United States don\u2019t sense the power of the public protest in Israel,\u201d the director of one Israeli charity remarked, \u201cand their loyalty to the Israeli public is greater than the loyalty to any particular government.\u201d But he added, \u201cWe don\u2019t know what the long-term effect will be on thousands of small donors, and it\u2019s possible that we\u2019ll see a snowballing of donors who stop contributing.\u201d<\/p>\n<p class=\"rd sn kx so sp sq\">For her part, Dr. Osnat Hazan of Tel Aviv University\u2019s Institute for Law and Philanthropy said, \u201cDonors have a commitment to nonprofit organizations and to the causes that they contribute to, so we don\u2019t always see a drastic drop in the scope of contributions even during periods of economic crisis. It\u2019s difficult to anticipate in advance what a concern will produce. There\u2019s a consensus regarding assistance to the needy, to Holocaust survivors, to research and higher education. These are matters that are beyond political disputes and I don\u2019t think we\u2019ll see a drop in contributions to these causes.<\/p>\n<p class=\"rd sn kx so sp sq\">\u201cI don\u2019t see a reason for philanthropists to want to stop supporting causes that are dear to them in Israel.
